Fletcher Bypass

Background

The City of Rogers, in partnership with Hennepin County, is designing a roadway improvement which realigns a 3/4-mile segment of Fletcher Lane between south of Territorial Road and County Road 81 to the new Fletcher Bypass location in Rogers. The project is designed to enhance traffic operations, improve roadway safety, and provide enhanced pedestrian and bicycle facilities.

Project components include:

  • Roadway construction with center medians on Fletcher Bypass from south of Territorial Road to County Road 81

  • Roundabouts at Territorial Road and County Road 81

  • Trails separated from the roadway with a boulevard

  • Pedestrian crossing improvements and accessible ramps

  • June 12, 2024 - Join us for an open house at the Rogers Community Room on Wednesday, June 26th to learn more about the Fletcher Bypass Project.

Timeline

2001 - The City of Rogers began working with Hennepin County and Hassan Township on plans to reroute Fletcher Lane to the east, bypassing the Fletcher historic district to connect with CSAH 81

  • December 2009 - The City adopted the 2030 Comprehensive Plan which identified the Fletcher Bypass project as a future improvement

  • 2009 -2017 – Fletcher Bypass concept development & preliminary design

  • 2017-2024 – The City began the right of way acquisition process for the Fletcher Bypass project

  • June 2022 - The City received a federal aid discretionary grant in the amount of $3,500,000 to participate in the improvements

  • May 5, 2023 - City staff in cooperation with Hennepin County solicited proposals for engineering, design and construction services for the Fletcher Bypass project

  • June 27, 2023 - Rogers City Council approved a Professional Services Agreement with WSB & Associates for engineering, design and construction services for the Fletcher Bypass project

  • February 26, 2024 - Rogers City Council awarded a contract for tree removal work to be completed by March 31, 2024

  • March 2024 - Tree removal work was completed

  • June 26, 2024 - Open House hosted by the City or Rogers and Hennepin County

  • Fall 2024 – Anticipated bid opening and project award

  • Spring 2025 - Anticipated start of construction

  • November 2026 - Anticipated construction substantially complete

South Diamond Lake Road Mill and Overlay/Hassan Parkway Overlay

Background

The South Diamond Lake Road Mill and Overlay project and Hassan Parkway Overlay project are identified in the City’s Capital Improvement Program for 2024.

The South Diamond Lake Road Mill and Overlay project area extends from 2,200 feet west of Northdale Boulevard on South Diamond Lake Road to Brockton Lane North. The South Diamond Lake Road Mill and Overlay project includes a two-inch mill and overlay, miscellaneous curb and gutter replacements, traffic signal rehabilitation and the installation of a new bituminous trail on the north side of the roadway from Wilfred Lane to Brockton Lane.

The Hassan Parkway Overlay project area includes a two-inch mill and overlay on Hassan Parkway from Park Drive to Territorial Road, Boulder Ridge Drive, Deepwoods Court, Lakeview Circle, Woodland Trail, Island View Circle and Sylvan Lake Parkway.

Updates

  • 10-24-23 A Professional Services Agreement with Bolton & Menk, Inc. for Topographic Survey and Design Services for South Diamond Lake Road Mill and Overlay & Hassan Parkway Overlay was approved by the Rogers City Council.  City staff will design the plans and specifications for the overall mill and overlay projects with the selected consultant assisting with the traffic signal rehabilitation design.

Construction for the projects below is complete. The contractor was required to provide a warranty on all work for one year from the date of acceptance of the project.

It is our hope and intent that the improvements in the neighborhood, combined with previous, existing, and future improvements throughout the City, will provide a strong and healthy long-term economic base for the entire City and will renew a sense of community and neighborhood pride.

 

129th Avenue - Completed

Background

The 129th Avenue Reconstruction Project Phase 2 is identified in the City’s Capital Improvement Program for 2024. The project includes improvements to 129th Avenue North from Arthur Street to Oakwood Drive (approximately 0.5 miles). 129th Avenue North is a Municipal State Aid (MSA) route, and the existing street is a rural section with no curb and gutter. The proposed street improvements consist of the improving the roadway to an urban section with curb and gutter, storm sewer improvements and complete trail replacement. 

Updates

  • 11-6-24: The contractor has completed the final lift of the bituminous pavement, and the roadway is open to traffic.

    • This week, the contractor plans to install the permanent street signage and complete the roadway striping (pending weather conditions).

    • The contractor will return once temperatures are regularly below 50 degrees to complete dormant seeding and mulching.

      • The plan is to allow the seed to germinate next spring as the snow melts and to be fully established by mid-May 2025.

  • 10-22-24: The contractor has completed the curb and gutter, the first lift of bituminous pavement and trail pavement on the entire project.

    • This week and next week, the contractor will be completing miscellaneous concrete removals, and installing the pedestrian curb ramps, topsoil and seeding the boulevards.

    • It is anticipated that the final lift of the bituminous pavement will be completed the week of November 4th.

  • 9-9-24: This week on Phase 1 (East Portion of Project) the contractor will be installing the first lift of bituminous pavement which is tentatively planned for this Thursday, September 12th. Construction work on Phase 2 (West Portion of Project) will begin this week. The Contractor will be “milling” the existing street surface on Phase 2 on Tuesday, September 10th.  Once the first lift of pavement is installed on Phase 1, the detour route will be switched to completely close Phase 2 (around Friday evening, pending weather). Once Phase 2 is closed to traffic, the Contractor will complete the general removals, remove the milled roadway surface, and begin grading work.  See the September Newsletter for additional information.

  • 9-6-24: The contractor completed the reconstruction of the storm sewer, the roadway base, and the installation of the curb gutter and driveway aprons on Phase 1(East Portion of Project).

  • 8-5-24 Construction scheduled to begin

  • 7-9-24 Project awarded to Douglas-Kerr Underground by the City Council

  • 6-28-24 Project Bid Opening

  • 3-26-24  Rogers City Council approved Resolution 2024-32, restricting parking for the already posted no parking.  This was required as part of the submittal for Municipal State Aid.

  • 10-24-23  Rogers City Council approved a Professional Services Agreement with Bolton & Menk, Inc. for Engineering, Design, and Construction Services for 129th Avenue Reconstruction Project Phase 2.

  • 10-10-23 City Staff issued a Request for Proposals (RFP) for Engineering, Design, and Construction Services for the 129th Avenue Reconstruction Project Phase 2.

Timeline

8-5-24 Construction is scheduled to begin and anticipated to be completed mid-October.

The general sequence of construction for each stage will be as follows:

· Relocation of Various Utility Poles and Natural Gas Mains (as needed)

· Removal of Boulevard Trees/Shrubs (as needed)

· Removal of Existing Pavement

· Storm Sewer Construction

· Roadway (street) Construction, including:

  • Grading of roadway base

  • Installation of concrete curb and gutter

  • Installation of gravel/aggregate base

  • 1st lift bituminous paving

· Initial Boulevard Grading

· Installation of Trail

· Patching of Driveways

· Placement of Topsoil and Final Boulevard Grading

· Turf Restoration with Seeding

· Final Wear Bituminous Paving and Pavement Markings

2025-2026 Pavement Management Project (PMP)

Background

The City of Rogers is planning a comprehensive street rehabilitation project in the old Northwest Hassan Area of Rogers as part of our ongoing infrastructure improvements. The 2025-2026 Pavement Management Project (PMP), identified in the City’s Capital Improvement Plan, is tentatively scheduled for 2025 and 2026, spanning two construction seasons.

The 2025-2026 PMP is generally bounded by Interstate 94 on the west side, 141st Ave (CSAH 144) on the south, Northdale Blvd on the east and the Crow River on the north. The streets within the 2025-2026 PMP project area are generally a rural section with culverts that are anticipated to be rehabilitated with miscellaneous curb and gutter replacement, miscellaneous driveway work, removal of the existing pavement, minor grading of the roadway, and a full depth pavement replacement. This work will help extend the lifecycle of these streets and make driving on these roads smoother.

Main Street - On Hold

Background

Main Street is the center of downtown Rogers and one of the oldest parts of town. However, with this history come existing utilities that are no longer adequate and almost all are nearing the end of their life cycles. The Main Street Reconstruction Project will replace existing sewer, watermains and storm sewers with new and in some cases larger systems to accommodate our growing population. Along with the replacement of City utilities, the Public Works Department worked with the internet and cable providers in the area to move existing overhead wires to underground, which was completed in late 2020. The overhead electrical wires are to be moved underground this year, with subsequent removal of electrical poles. This move is intended to make Main Street safer and more aesthetically pleasing.

Due to delays in the agreement with Hennepin County regarding giving back ownership of Main Street to the City, construction will be delayed until further notice.

Timeline

Reconstruction of Main Street will be delayed until Main Street can be given back to the City, expected construction to start when agreement reached.
